It's not the keyboard it's the interface

Your default keyboard layout or input method is the one that’s automatically used with the language you see Windows in (for example, the QWERTY keyboard for American English). If you want to keep your Windows language the same but use a different keyboard automatically, follow these steps:

Open Control Panel
Enter Add a language in the search box, and then tap or click Add a language.
Tap or click Advanced settings.
Under Override for default input method, choose the keyboard layout or input method you'd like to be your new default, and then tap or click Save.

Thanks a ton! While I was learning Witcher III I button smashed A LOT, and after a while the controls would get all messed up! XD Seems like I kept hitting a short cut for changing the keyboards language... With this tutorial I realized it kept resetting to French! Omg that was annoying, you have my thanks.

Thank you for making this video mate! I was having the @ and " issue with the number 2 key and the thing you said at 1:37 fixed my issue! I just switched from ENG (UK) to ENG (US) and all good now.

In my case, my windows language is set to English, but i wanted however, to change the keyboard layout to other language because it keeps changing is randomly between the keyboard layouts.
So I got to windows settings and clicked on "English" in the preferred languages section. Then, I removed the English layout from there and it was all set.
No restart required.

they default keybind involves the window key but when i press that it tabs me out of my game so i dont want to press it in order to change the language. How do i change the key bind from Windows + Space?

For example, my keyboard is japanese keyboard, but i only use to type in English for windows 10 English version. By using japanese keyboard to type in windows 10 english version, is it using this way shown in video to switch to Japanese keyboard layout, so that i can type normally according to keyboard symbol (for example 'SHIFT + 2' is '@' in English keyboard, but Japanese keyboard is ")??

Not the way, got to language in the old control panel,   Select your language preferences,   Add a Input method, add your keyboard layout, then remove the US QWERTY style.This allows you to have the keyboard that you want but, still have US language (or your preferred)  on the screen and no ENG thing at the bottom of the screen.
