She has legs, shes just mostly bedridden from a constant illness called common variable immunodeficiency (CVID), an immune disorder that affects their ability to produce antibodies. In less medical terms, without plasma she gets sicker. With plasma she can live to the best of her ability.

When people got angry during the pandemic for being quarantined for 2 years i always remember Ironmouse is isolated in her bubble room for most of her life

She has legs but very weak - she has an autoimmune disease so her body can't fight off illnesses. She so much as catches a cold it could kill her (almost has a few times) so she can't go outside.
She started streaming because she got so sick she couldn't leave her bed for about a year. It's pretty safe to say streaming saved her life, the treatments she needs are hella expensive (like for real. $15k a month just to live) and her family was running out of money - to the point her mother was going to spiritual healers praying something would help - but thanks to streaming she not only gets to actually talk to other people again, but she paid off her parents house!
