Yes, this "kicks the can into the New Year, " but why aren't they starting on Thursday to write the appropriations bills for the executive departments and their agencies? When they are finished, if that's December 10th, then vote on them on December 10th and scrap the CR at that point. Yes, the whole thing is about suspense, brinksmanship and not governing. Why on earth would you wait until a few days before January 19th to work on a massive and complex bill that has to be passed by January 19th? Or Groundhog Day? How appropriate a deadline, since the process of funding the government is so much like the annoying repetitiveness in Bill Murray's experience in that movie.
