Use ctrl+1 instead and add “000” before number in custom format

thus works because REPT yields a string amd string+ number yields a string so the cell entry is now a string.
but now if you wamted to total the numbers it would not work

better i think to change the cell format to 000#

=000&cell

If we change column in TEXT format i think that will work
