It's considered as one the best decision by Mark Miller even today we observe no one wants to pursue bachelor's in India and they after 12th do not know much about academics as a result they choose any field and they take small diploma programs and end up by having less pay range job .so it's better to do bachelor's in India and then apply to masters in Canada which not only increase your field knowledge but also give you internship experience in your bachelor's which is related to your field.

You missed one point where students who are doing graduate / masters will be able to get 3 years work permit.

I will be honest. We need more drastic steps. We need more filters to get good students. I have seen students who won't get admission in any college in India are studying here.
