He’s not talking about the conductivity of the rock he’s talking about the emission of electricity, meaning it’s like a battery that puts out electricity, not like a wire that can carry the flow, but the video of the man powering the led with the rock is most likely fake as a bulb or any electric current of any source would have to have a positive and a negative terminal to make it a circuit, if there was an electrically charged rock it would only output electricity from all angles, there would be no negative side to return the used electrons.
