How do you report synthetic fraud when you’re not personally involved. With the complexity of this type of fraud, it is not that I can just call and report please help.

What to do if I'm a nonimmigrant alien who came to work, I was issued social security card, finished to work and go back outside US to the country I was born and lived entire life. Came back to US second time to work, while opening bank account I was told that it was shown credit cards opened using my social security number and my name. It was really frustrating to hear that I had a problem out of nowhere.
So after some period of time I obtain a credit report that indicated adverse accounts with a lot of potentially negative months. Accounts was charged off, balance was written off and past due.
The other side of the coin, I play a green card to go to USA. My social security number stays with me with bad credit life meaning I gonna pay high interest rates in case I want to open a credit card being in USA with a green card, am i correct?
What your sugesstion would be and could you please advice me what I have to do in order to fix this situation?
