Sengkang residents describe crane accident

The driver of a van jumped out of his vehicle in the nick of time before a crane fell on it and left it in a crumpled mess in Sengkang.
Eyewitnesses The Straits Times spoke to said they saw the accident unfold in the afternoon of April 9 at a construction site in Punggol Road, near the Compassvale Street junction.

Case Summary

The topped crane especially this type of model telescopic boom has no weight balance in between the crane when the counter weight is remove during transportion.

In 2017, M.O.M come out with a law that need to have steel plate when loading and unloading the crane and that have become more worst due to more slippery.

The telescopic boom crane without counter weight, the weight ratio is 9:1 at 0⁰ angle. This topped crane angle is about 50⁰+ so the ratio of the weight is about 7:3. So when the boom is not lift up enough, the weight is not balance. So when the crane is moving to the point at the low beded platform slope, it will slip down faster due to weight is not balance.

To prevent this incident, the low beded slope have to put lot of brick stone and when the crane track is step on it and it still got grip on it. And also to lift up the boom higher to make the crane more weight balance. the max boom up and the ratio is about 6:4. So when the crane is moving to the slope of the low bed it will have more grip on the track.

And also now many PUB and LTA site on the side road have limited access too. Ground level is very important also. If ground is level the crane will slip down to the back and it will not topped to the left or right.

I'm not a expert but I am in this industry about 20years so I see this incident, the issue can be avoid. And luckily no serious injury in this incident.

Thankfully there weren't any other passengers in the van. Could've been so much worse. Hope for a quick recovery for the van driver.

Problem lies with the crane operator, either not paying attention safety limits and operating limits of the crane or lack of experience of certain lifts

Loading a crane with the crane arm fully raised? 0:13 It's clearly fully raised, right? Need to raise it so far to clear the flatbed truck? More like forgot to lower before loading. Negligence.

Should have a warden to stop traffic when the crane is loading. and also front and back ground guides with SAF tank protocols.

very likely the man is not the operator for this crane, maybe he temporarily took over or was previously only experienced in another smaller crane or only just operating a bulldozer, not this type of big crane truck !!

The problem is safety supervision should insure the weight that lifted each item should not exceed that’s why the crane flip due to lifting beyond its weight cause I guess nobody is monitoring it or simply assuming it is able to do it’s job.
