Crispy Rice Toffee Bars

Very sweet, but very good!
Cut this recipe out of a magazine years and years ago and I don't remember where I found it. It may be on the Kellog's website. It was originally called "silly toffee squares" but I couldn't see what was silly about these, so I renamed it.
Base:
In a mixing bowl combine:
1/2 cup all purpose flour
3/4 Crisp rice cereal
1/4 tsp baking soda
pinch salt
1/2 cup firmly packed brown sugar
1/3 cup butter or margarine melted
Press into a greased 8 x8" baking dish and bake at 350 F for 10 minutes or until brown on the edges.
Cool slightly.
Filling:
In a saucepan combine 300 ml (10z) of sweetened condensed milk, 1/2 cup butter and 1/2 cup brown sugar. Over medium low heat, bring to a full boil and boil 5 minutes stirring constantly. Remove from heat and pour over baked crust. Spread over crust and let cool for about 15 minutes.
Topping
Melt 1/2 cups chocolate chips and stir in 1 1/4 cups of crisp rice cereal until cereal is coated. Using two forks spread over caramel layer and chill several hours to set. Cut into squares (small squares, as these are very sweet).
This would probably be good with another kind of cereal as well.
