It’s ‘who wants to be a millionaire’ which is a little comedic, it’s rhetorical because of course everyone wants to- similar to ‘okay, who wants pizza?’ sounds like a casual offer to everyone, like- ‘does anybody want the chance to become a millionaire?’ The tone reflects the fact that the people entering are ordinary members of the public.
