I just looked it up. Its not really a 'rule' but more of a format on how the races find runners for the next rounds.

The first round, the top 3 automatically quilify for semi-finals. The next round is the 'repechage' round. This round is all of the runners who did not place top 3 in the quilfying heat. Seeing how all runner who place 4th or lower will race in the repechage heat, this guy saved himself as he knew hed be racing in a weaker race.

Essentially, he didnt want to give his all and maybe come in 4th and still need to race i. The extra heat. If he gave his all in the first heat he couldve potentially hurt himself

So can any runner request a 'do over'? It seems like any runner not comming in 1st might request a 'do over'
