Compliance Framework v Compliance Program

There seems to be very real confusion around the concepts of a compliance framework and a compliance program. Some people believe they are the same thing and the terms are simply used interchangeably. Well I'm here to tell you that they're not the same thing and in this video I take you through both concepts and how the puzzle pieces fit together within compliance risk management.

How does compliance program differ for a state owned enterprise or a regulatory body ? .. eg: A state owned utilities corporation may have laws applicable to it as an organization plus being a regulator it also publishes rules applicable to general public or businesses (eg: usage of electricity)… so both of them comes under compliance framework?
