Yeah it's not exactly clear, but I think you can see he kicks the ball onto his left foot as he falls. Absolutely gutted for him. Regarding why it wasn't retaken though - the laws of the game state that you only retake if the offence occurs before the play starts. Because play 'starts' when Alvarez touches the ball, and because the 'offence' happens directly after that when he kicks it onto his foot, you aren't allowed to retake it. In comparison, the keeper can come off his line when the ball is kicked but not before - if he comes off before, he's committing an offence before play starts and so the kick is retaken. I hope that clears it up for someone lol.

Having refereed for 20 years I can attest that coaches and players practice and look hard for any possible loophole in the Laws of the Game to gain an advantage, especially at crucial match points like a shootout. Therefore at the playing levels where they do this for a living, i.e. professionals, there are no "accidents", and neither was this one. He deliberately planted his left foot EXTREMELY close to the ball and that cannot be overlooked, therefore the call on the field was legitimate. FIFA coming back with the circular letter to "clarify" the matter was reactionary and unnecessary.

There was a sensor in the ball for goal line tech purpose, I think the receptor read the sensor double movement aswell, no controversy, pure good decision, poor alvarez.

Julian alvarez did touch it twice. He literally admitted after the game that he did. If that is not enough, then look at the way the ball moves. It goes spiral and in a very swirling way. Also, the ball moves with one foot, then changes direction with another. It is very close to see but just watch more videos about it and you will the that the ball moved.

But the point is also that this kind of shot can confuse the goalkeeper. So if there is any rule broken, it is normal that the penalty is called off. Another thing is thta perhaps the penalty could be repeat, instead of just called off.

Touched the ball twice!!!. I under stand if he kicked it in a forward motion and had a stepping motion but he literally slipped into the ball and kicked it at the same time.
