I think one very interesting fact to be explored is that in the Westminster system cabinet memers are MPs, which mean they hold legislative AND executive power. As opposed to the US system where the house and senate, I.E. the legislature is clearly sperated from the executive branch, the office of the president and government agencies

There can be a very good discussion about the pros and cons between the 2 models

Japan has 19 cabinet members for population of 128m. SG has 34 cabinet members for population of 6m and they are overpaid. Japan world's third/four biggest economy. I don't understand!

Hey, I think you missed out 2 second ministers there. Mr. Edwin Tong for Law and Mr. Masagos for Health. And I don't think that Mr. Desmond Lee is a second minister. He is just a Minister-in-charge for Social Service Integration, alongside with his National Dev Portfolio.
