When he said "those who hesitate is weak" he is probably trying to convince himself all this time and at the same time, he is giving a final lesson to his student.

Garp's internal struggle and emotional depth shine through in his interactions with Aokiji, showcasing a mentor torn between duty and personal feelings. Despite his tough exterior, Garp's actions reveal a complex character grappling with his own vulnerabilities and past decisions.

"Those who waver... are weak"

I interpreted this as Garp's reflection of how powerless he felt at marineford when he watched Ace die.

As a vice admiral, Garp knew he wasn't supposed to help free his grandson, but his heart was telling him to not abandon his family. He wavered in that moment, and I think Garp saw himself as weak for it. He didn't know what he should have done.

But now, even if it hurts him, Garp knows what he has to do. And that's to save Koby and the new generation of marines. Even if it's at the cost of his pupil.

Garp has been the most helpless character despite being the strongest marine

I think Garp is simply giving his final lesson to Aokiji, and that is that he must go all the way with the path he has chosen, whether for better or worse. Just as Garp had to go through with his vice admiral path at Marineford, just as Ace accepted his path and his ultimate destiny. Garp wants Aokiji to not doubt and follow his choice, he knows that what he does has a reason and to fight against it without holding back is his lesson. That those who doubt are weak and as he himself says in their fight, he must teach him a lesson and leave the past behind. Even if it hurts inside, they both know that this is what they have to do because it is the path they have both chosen. The best mentor of all, Garp 😢

what's amazing is that Oda made it sure that Aokiji saw Garp's seemingly sad face 🥹

You can see he doesn’t want this but he’s not the type of guy to hesitate no matter the enemy. It’s so well written.

The happiest people, are often the saddest. I believe he fills his life with all of these young Marines because he misses Dragon and Luffy... And Ace. I bet he wishes he would have done more to help Ace
