I see many police cars in Amsterdam with those little extra mirrors. Does that mean that they are all driving instruction cars? And the towing hook. Only on driving instruction cars?

On the (new) Touran's i'am for 90 % sure that they are from the training department. The new Touran's are equiped with automatic gearbox. The ''student'' and teacher wil respond to emergency's to train the driving.

Those are blindspot mirrors ;) I fit those on a lot of policecars actually. The towing hook is also fitted on a lot of police cars to tow away caravans and trailers. Don't know, but the assumption of this being a training car seems a bit simple.

That's correct. In the new regulations it's not allowed anymore. Same with VOA and Hondenbrigade (DOG-squad)
The only dutch car's with ''rijopleiding'' are from te police-academy.
