What kind of sanctions are needed to stop Russia's attacks on Ukraine?

As President Biden vows more sanctions on Russia to deter its attacks on Ukraine, there are lessons to be learned from Moscow's annexation of Crimea in 2014. Edward Fishman, a former State Department staff member and adjunct fellow at The Center for a New American Security, joined CBS News' Tanya Rivero and Omar VIllafranca to discuss.

Even if Russia is driven out of Ukraine, it is now obvious that something different must be done in the long term. The definition of insanity is to keep doing the same thing and expecting a different result.

Instead of complicated and inconsistent sanctions, it would be simpler to just tax the crap out of all imports, and only give waivers to free countries, and incremental discounts to non-free countries for democratic reforms and human rights improvements. Cost of living increases can be offset by domestic tax reductions and stimulus payments from windfall tariff revenue. And most importantly; incentives are 90%+ more effective than punishments in motivating people to cooperate. If the free world comes together in solidarity, this could profoundly change the status quo.
