As someone who have worked along side and by my self on anticheat bypasses, not only to Watchdog, but also other things this is really a great step. I see Hypixel has finally hired someone who knows what they are doing, and given them the freedom to improve the chat report system. As I do not know a lot about machine learning in this context, I cant comment too much. However I believe there will be ways to bypass this fairly easily using clients, but this shouldn't be any issue for Hypixel as cheaters will be banned manually or automatically eventually.

For a machine learning anticheat this would be one of the first in the scene, as all other "machine learning" ones were obtained from collecting data which just helped the devs manually patch things, something Hypixel already does. A great thing for Hypixel when it comes to the cheating part of AI is that client developers gets banned A LOT when developing bypasses. This will give Hypixel a lot of information on what was tested and what toke watchdog longer to detect, which could lead to patches being posted quicker. Although Hypixel has for a long time used various forms of data collection to patch things, including disablers and flies. This can help detect cheaters more efficently and patch cheats faster yes, although it wont matter unless Hypixel changes.

Hypixel in the past at least, desperately tried to achieve the unachiavable, hacker free server with 0 false bans. Due to this, cheats were easier to develop and was patched for longer, as each time Hypixel tried to patch things quickly it ended up in false bans. Such as players being false banned by AntiVoid checks or bridging too quickly. If Hypixel changes this ideology, they really can improve ban times. The issue with shorter ban times such as what MMC has, it just makes it easier to see what gets patched or not.

Im more of interested what Hypixel does, even though I feel as they started these changes as they normally do; 1 or multiple newer servers or pojects gets announced which may cause hypixel to lose players, so they either make small changes or false claims (Like how they used to fake watchdog bans, fake staff bans as anticheat bans, lying about using NPC as a base, etc).

Watchdog is unpatched LMAO this patch didnt do anything. Rise unpatched kill aura and is still unpatched. However, Novoline has unpatched most things. The client devs will always win :D

Yeah I don't believe anything special is going to happen. Also, I'd prefer not to get temp muted while mods sift through reports simply because some 12 year olds reported me out of context. Also, this is just a chat system update, almost nothing to do with cheaters... like what? But then again, "Hypixel RUINED cheaters" is a much better title than "Hypixel *might* stop chat spammers".
