Whitebeard, you could argue that Roger was held back by his sickness but your not taking into consideration that whitebeard didnt use his devil fruit meaning whitebeard was holding back, and his devil fruit is super overpowered so he was

To be fair whitebeard never used his devil fruit powers against roger in all of their battles, it just a pure strength and haki fight which ended in a draw.

We can say that whitebeard would slightly outcast roger due to his devil fruit, if he was to use it then it would result in whitebeards victory.

It was also stated that when people Roger cares about are in danger he becomes a monster. I’m sure this is true to an extent for Whitebeard also or any good captain, we seen marineford, but it was specifically called out about Roger in the Manga. I think it was Sengoku talking about him.

I feel like they both didn’t go all out, it was more just testing each other’s strength. I would still give the slight edge to Roger. It makes more sense Narrative wise.

Roger was equal or stronger then whitebeard, the only reason whitebeard is called strongest because of his devil fruit. Because it can impact surroundings and completely destroy the landscape unlike Roger haki.
