On Fed "data dependence, " the Fed isn't free to exercise expert judgment but must tie its decisions to data being applied to a known methodology. That's because the Fed is in many ways the only functioning civilian agency, and its job has become, in part, correcting the effects of Congress's bad fiscal policy. If the Fed were to exercise jusgment in setting monetary policy, Congress would eventually change the Fed's statutory mandates and cause it to implement the same political judgements that underlie current fiscal policy. The risk? Argentina.

The real difference between IMF and china are level of restrictions. IMF wants to chain the country with investment while China wants to rope in. So I ask which is weaker and trust worthy of an advantage for the country which can easily cut/break the contract? One only sees its advantage.
