It's true that you could use a normal map, or you could bake out the weld joint to a normal map, but the seam created is for high-poly models. It's better to have actual mesh displacement when possible because it looks better than a normal map.

It's a bit harder to control the amount of detail/topology density with dynamic topology which would mess up the displacement.

Dynamic topology creates triangles which can be an issue for many reasons.

Or instead of adding all that geometry (considering you have to do it to all the seams and joints), you just do it through the normal maps.
