To anyone wondering why the shards aren’t appearing, you have to complete a quest first, can’t remember it’s name but it’s pretty early on after you meet your old friend again, no spoilers.

Okay so, for me the last shard I needed should have been in ak Karkh, BUT for some reason it was in the river near Zubaydah bint Ja'far 's Historical site (Where the river seperates into four ways).
Man I have searched HOURS JUST FOR IT TO BE IN A DAMN RIVER.
So keep looking for unexpected places

bro i have this game breaking bug where I have 9/10 shards and there’s only 1 left and it doesn’t exist

For those having issues with shards spawning in, i too had this issue. Wandered around for HOURS with eagle eye, and the actual eagle flying trying to find these mfrs. Tried saving then loading back in, getting max wanted level, clearing it etc. What i believe finally did the trick, was setting on a bench and waiting until night fall. So, in short, if your having issues. WAIT ON A BENCH 😂 if it helps spread it!

The second Abbasiyah one counted for Karkh for me. I haven't looked for the ones in Karkh or the Round City yet, but hopefully one of those will make up for Abbasiyah. Will come back once I find them all.

*Edit:* It turns out that I did get the one for Karkh and not Abbasiyah. Both paths meet at the intersection on the bottom right of the Tax Collector's Mansion, and that's where I got Karkh's while looking for Abbasiyah's. Both were women with a single guard, so I got confused. Lol.
