Shenzhen I/O [25] Traffic Signal (Not Solved)

This is what I get for playing right after I wake up and hoping that "cheat" solutions (non-changing time inputs, no emergency signal shorter than a light cycle) would work. I should just do the bad solution first and then try to optimize it.
