if the USSR transitioned slowly on its perestroika then i think USSR now would recover from economic crisis, and will become stable and able to provide any types of economic trade so also glasnos (openses) was implemented in a limited form as possible, people will remain nothing knows about the chernobyl and contain it, but open for travel and tourism which will be a new profitable economic policy for speed rise of USSR economy making it successful behind CCP China as it became a slowly turned into mixed economy also by lessen their military spending much partial Demilitarized to fund other necessary for its economical recovery

and now it will help the USSR to spend more and militarized more and modernized their tech and military tech, or maybe they will turn into military or economic powerhouse, now it will gave the country's capability to resume the arms race or still on cold war modernized, by letting go the influenced on its satellite country but still control them and focus within the USSR only it will succeed and avoid its end and survive as a biggest country as ever seen to 21st century
