On the container, it says it’s water-based so I thought it was latex but here you say it’s acrylic. Is it compatible with custom speed finish patch compound?

I removed old linoleum tile leaving a black tar like glue on the concrete. Other rooms have been tiled over with Thinset but have had problems with the tile not adhering well. Will this product work on this surface?
