I would say it depends on the needs of the team. I like Kittle because he is low maintenance, doesn't need the spotlight, and loves doing the dirty things that help others on his team put up numbers (at the expense of his own). But Kelce is the GOAT of pass catching TEs. You can't really go wrong with either.
