The somewhat correct order is ask for id then test and search for anything you think they are doing wrong then based on what you get back from those tests and searches you can verbally warn if they are under but near the legal limit. Other than that you can do what you did a lot in the video and fine people.

Also crash report before you arrest someone it’s pretty hard to fill it out in handcuffs
