The 4th Winter Youth Olympics in the Korean province of Gangwon marked the very first time that the event was taken place outside of Europe, and it also marked the return of the Youth Olympic Games itself after been a 4-year hiatus that was brought by the postponement of the 2022 Summer Youth Games held in Dakar, Senegal to 2026 - a decision that both the IOC and the Senegalese government mutually agreed because of the operational and economic consequences of the rescheduling of the Tokyo Olympics to 2021 due to the COVID-19 pandemic.

The IOC's Future Host Commission had named Gangwon as its preferred candidate for the Games, and entered into targeted dialogue with the region under the new Olympic bid process. Gangwon was officially awarded the event at the 135th IOC Session in Lausanne on 10 January 2020 - during the time when the Swiss city played host to that year's Winter YOG.

Showcasing the province's longstanding legacy in winter sport following the 2018 Winter Olympics, much of the venues during that Games (all but the Yongpyong Resort, Phoenix Snow Park, and the Jeongseon Alpine Centre) were also used for the Winter YOG, with Welli Hilli Park and High1 Resort being involved to stage outdoor events such as in alpine skiing, freestyle skiing, and snowboarding.

The Gangwon Winter Youth Games had attracted 1,802 young athletes from 78 participating countries, which include event newcomers Algeria, Nigeria, Puerto Rico, Tunisia and the United Arab Emirates; the latter two nations have made their first-ever appearance in any sorts of Winter Olympics.
