For those of you who don't understand, the whole video was Palpatine having a Force Vision, one that showed him a future where everyone in the Pub was killed by Homelander. When Palps died, he 'woke up' from the vision, and removed Homelander from the facility.

The scary thing is, that is probably the most heroic thing Homelander has ever done, but contextually, it's incredibly villainous.
