Mundo is supposed to naturally counter Gangplank's true damage, because GP's true damage is not percent based, it is flat, but also, Mundo has a ton of healing, which is also an effective way to counter any kind of true damage.

This game used to people so much that the tanks are a bad amalgamation, that people lose their minds when they see that a champion does not die in 2 seconds for the same class that is weak against them. And they see completely normal that a bruisser do the assassins job, the adc damage and the tank sustain with 2 items

Why should gp even be able to win that? Tanks is a natural counter to class canon assassins, no? The fact this fights is close just shows fow broken GP is. I do not even mention his 2500+ true damage passive. Imagine if it was a tank with stats stacking like Rammus, not hp stacking like Mundo. For those who want to argue I repeat. The hero who can one shot your team with 1 combo without ult almost win a 1 v 1 against a tank. If this is not a problem I don't know what is. Oh, and I also forgot to mention GP is insanely strong range bully in lane phase who have 0 weak matchups.
