It will NOT go to the factory data reset screen. I do exactly what you say and all it does is restart my phone. I can do NOTHING

It won't let me power off my phone needs the pass code and when I hold down the volume down button and power button it just restarts my phone

Does not work. Still requires you to log in to a Google account on the phone. Not a true reset.
