In dry, hot regions, swamp coolers are effective for cooling. What's a swamp cooler? It is a box with evaporative pads that can easily hold water and a fan to blow air across the pads, in other words, an evaporative cooler. Much less expensive and easier to maintain than "conventional" air conditioners. However, they do not work well or at all in humid regions, as its effectiveness is directly proportional to the ease that the water evaporates.
