Surprising the glue can absorb the vibration. Depth of cut is one thing but that vibration is a killer.
Is that shallow cup help with thicker layer of glue?

Nerves of steel... I would have wimped out and center drilled/tapped the support stock and bolted the gear to it.

Put a bevel on your blank before cutting the teeth. Would like to see your cutter and indexing assembly.
