Jen is the top of the food chain as the owner of the business. All the other players took plea deals leaving the top dog. The government won’t offer her a deal .. they have the others to testify against her. She was reprimanded about her business practices several years ago and instead of stopping her dirty dealing .. she doubled down by making her activities harder to detect. It is a TV show with producers and directors attending weekly meetings to determine a storyline and how it will be constructed to cause drama and conflict. All housewives interaction are set up. Producers choose who has lunch with whom and the trips are never the housewives idea. It is the producers who have scouted locations and aquired free accommodation in return for promoting the hotel or rental.

Stuart had three charges To her two charges. A third charge was added after he lied in a deposition to the FTC to protect Jen. I think it was obstruction of justice but I would have to go back and search for it to be sure.
It seems to me you could also argue that Jen is always playing a fictionalized version of herself. Even when she’s not on TV
