This video covers the basics of adding a masking region behind your section tag. There is a trick to make it happen. We cover the editing of the masked section head family and how to load it and set the section head to work with the Revit sections.
NOTE: TO OPEN THE SECTION HEAD FAMILY: IN YOUR PROJECT BROWSER, GO TO FAMILIES, ANNOTATION, SECTION HEADS... THEN RIGHT-CLICK ON THE SECTION HEAD AND CHOOSE EDIT.

This was quite helpful. Thank you. I was struggling with this all morning and couldn't find a "send to front" button.

Theory seems legitimate, but I cannot get a masking region to make any difference within my section head family. I can change loads of other things (so I know I'm working in the correct family), but it will not do anything for a masking region. Am I missing something simple?
