The rather powerful Heritage Foundation and more secret backup Opus Dei published Navarro's vision in chapter 26 of project 2025.
The entire project is supposed to be implemented in the first 80 days. It seems like they've done pretty much of the content by now.
It's my guess that the sequel, project 2026, will be worse.

It’s not Peter Navarro who crafted Trump's tariff policy, it’s actually Stephen Miran, read his essay about restructuring global trading system. He literally had written a user manual which served as a blueprint for Trump’s plan. Although it’s actually quite technical.
