It's canon that Sero and Todoroki hangout together in the common area reading manga together. They're neighbors at the dorm (rooms directly next to each other) pretty much able to talk to eachother through the walls.

They have a nice friendship. Glad to see a peak of it in the actual show. That and the ED shows a glimpse of it.
