This is a real life letter I got from an agent, I think it sums up the answer to this question:

Hi John Doe

I wish the music business was about the best composer being hired for the job. Unfortunately it doesn't work that way. It's about networking & building relationships. Not me - but YOU.

See until you have a recognizable name or sound - you will always be a hard sell - regardless who your Agent knows. Plus - having an need to be semi-established. At least to the point where you have so much business that you need your Agent to be your Business Development Partner. Handling your current book of business - while you strategize with your Agent in creating new opportunities & relationships. Doesn't feel you are at that point in your career.
