To do a ghost dash in season 10, your timing need to be slower than a regular double dash. To do this, you need to delay your second dash. I would recommend watching your dash icon when doing this. Try to press shift (your dash button) at the exact moment when the orange on the icon disappears. This will take a few attempts but once you get the timing down it will become a lot easier.

Ghost dashing in OW2 is not a practical genji tech. This is because in OW1, to do a ghost dash traditionally you had to successively dash as fast as possible making its use in a real match realistic. However, in OW2 doing a ghost dash is reliant on timing your second dash making it slower than a regular double dash. So its more impractical now but still nets you style points.
