Well we certainly cannot hurt any of the criminals feelings or have them upset or worried about being arrested.

I live there and the police are invisible. People drive like idiots, every other intersection has tire marks from people doing donuts, motorcycle riders speed without helmets, druggies shoot up in plain view. I rarely see anyone pulled over. Last Saturday night I was just driving around I didn't see a single patrol car. 2 years ago they were everywhere and seeing cars pulled over/stopped was a common sight.
