Do CMV & DOT rules stop applying to vehicles and drivers under 10k and not towing but still has DOT # on side of van? Example = service tech working 24hr on call in marked van under 10k and not towing but labeled with DOT #

So if I start my own business and use a Hyundai Sonata or two, to deliver baked goods, does it fall under DOT and am I subject to random DOT drug tests.
