my current fave team is diona, xingqiu, and chongyun. takes a little setup, but the constant freeze application once you get things rolling is hella fun. plus, chongyun burst is big funny

Oceanid does 8 dmg with all the mimics up, though uts really hard to make the summons stay until the time you cast the burst because the frog will probably disappear if it spawns early

You gotta factor in energy cost too. Imo the highest is raiden because her burst costs 2 energy( which is broken btw in regular game it literally costs 90.) and engulfing lighting gives her extra energy so it’s super easy to burst with her in the second round.

Used to run a 30 damage Raiden deck, now i just run an Alhaitham deck because Alhaitham's card is strong, combined with Nahida and Raiden to do aoe damage and apply electro is really good

How exactly didn't you "expect" Chongyun to make it? You just see the numbers he is going with the ult, compare them to the rest, and there he goes. You literally had to do nothing.

Out of those 3 character cards, Chongyun is probably the strongest so it's not even the case of "I was not expecting this non-meta card to have such a cool burst" because Chongyun is in the TCG freeze meta.

Edit: I guess the only thing I can think of is the choice between Chongyun and Keqing, but it is dependent on how you categorize bursts. You measure all of the damage they do, or how much is it to a single card. If it's the former, than Keqing has the strongest burst out of them all, and if it's the ladder, then there is no one else but Chongyun, if I'm not mistaken. However, if it was Keqing, then she would be higher than Diluc.
