As a former foster parent we had to be checked by local sheriff, state police and had our fingerprints sent to the FBI. Then take a 3 hour course on first aid and handling medical emergencies. Then 36 hours if parenting classes. Wife and I were in our 60s and had raised 3 sons and cared for 6 grandchildren and already knew more than all the instructors put together. And this idiot couldn't even get background checks done. Probably getting kickbacks from child traffickers. But that's just the tip of the D.C. iceberg.
