This location option "People who show interest in your targe location", I usually use for local business. When someone searches for a local business in a location/city/country where he is not currently.

Let's say, you have two apartments one in N.Y. other in L.A. and you searching "plumber in New York" from Los Angeles.

Or somebody who comes to New York for the weekend, he will probably be looking for hotels from the place where he lives.

Also, this can be applied to different parts of the same city. Someone from one neighbourhood looking for a restaurant in other.

This option in some cases can be useful and can trigger highly conversion search terms.

But in most ads, better is an option that targets people in the selected location.
