Why play music louder than the voices, most annoying.

He was allowed to escape as were many others. As far as I know that was part of the plan. Heading high up on the buildings was done deliberately to allow time and avenues for people to escape. They could have hit much lower bringing the buildings down almost immediately killing everyone inside because of all the extra weight on top of the damaged sections.
