I want to make a few items clearer, as the channel SHALLOWLY explains its reasons:

1. He is in charge of the Missionary Work of the Church, from his previous role as Prefect of the Congregation for the Evangelization of Peoples, and now as Pro-Prefect of the Section of Evangelization in the Dicastery for Evangelization. This trip is not the first time that he joined Pope Francis in his international trips. He has been joining Pope Francis in his trips in mission lands such as Mongolia, Democratic Republic of Congo and South Sudan.

2. They should not call it the Vatican Bureaucracy, but appropriately, the Roman Curia, the government of the Holy See, the Catholic Church.

3. While some countries like Papua New Guinea and Timor Leste are dominated by Christians/Catholics, these territories are still called mission lands considering the geographic space of the countries and the living conditions that are not as usual as the dioceses in Western Countries.

4. The other Cardinal who usually accompanies Pope Francis in his pastoral visits is the Secretary of State, Cardinal Pietro Parolin, but this is the first time he did not join due to the demise of his mother late in August.

5. As Cardinal Tagle mentions since 2013, the possibility of him being Pope is just speculations of people outside the College of Cardinals, especially Filipinos, because of pride. Though his position as a Cardinal Bishop and a member of the Roman Curia will always put him on the limelight.

6. Pope Francis perhaps prefers to visit as many countries as possible, with only very few countries visited more than once. It should not be called Bishop's Council, but Episcopal Conference, or better, the CBCP.

Bishop Chito is one of the contenders (speculations) when the papal office been vacated by Pope Benedict the 13th. His young that time, but promising. No wonder he became the head of apostolic evangelization. His chance to be the next Pope is high but they are still strong contenders in the Vatican. Like the Bishop from Africa. Who ever will be the next Pope i hope he still continue the teachings of Christ. 🙏
