The Arc Reactor does not keep him alive, he says in Infinity War that the reactor is just for the suit now.

Actually, he does not need the reactor anymore.
He would not have killed him noticed how he didn't fall unconscious that time he fell unconscious because he took his life-saving medicine out. He ripped the thing, keeping him alive off of his arm took his orchard reactive off and handed it to cap and then fell unconscious, not because of the Ark reactor that would. Have took longer. But again he doesn't need it anymore

Even if he wanted, Steve cannot pierce through the arc reactor. Every power has a limit. Steve is a product of Stark industries just like Stark's suit & arc reactor. Obviously both of them are more powerful than a super soldier serum-injected mortal human with a sharp Vibranium shield. It's just that Steve was injured on that blow, as well as tired. There was nothing he could do.

Tony could have easily ended Cap and Bucky with his uni-beam, he showed how easy it was in iron man 3 on the plane, and Cap showed restraint by not killing Tony with the shield after breaking Tony’s helmet open

That not true, tony manage to make many ark reactors so that he doesn't have to use one ark reactor for all, there was mini ark reactor in watch (during bucky mind control fight) . So Steve knew that he have two ark reactor one for tony's heart and other for his suit, so Steve destroyed ark reactor in tony's suit m46 (I might being wrong)
