I'm surprised Sygg, River Cutthroat, didn't make it to the list... it gives you card drawing and access to black's tutoring and reanimation (the latter is particularly important for tribal decks since they tend to be hurt badly by board wipes).

I have a sygg River guide deck. It can be a very competitive deck cause most of the merfolk are wizards so the draw effect is azami lady of the scroll.

Sygg, River Guide is my merfolk commander! I like using Wandervine Prophet and Summon the School to get infinite turns

I think Vadrok, Apex of Thunder can be a really cool merfolk commander. It can cast & recurr some important pieces from the graveyard, it can reuse utility spells, you get access to UW and even R. It can "infuse" itself onto most merfolks and make it your commander. It also has quitw nice keywords for if you want to have a more voltron-y build. You don't HAVE to add a bunch of mutate creatures either. But yeah I really like the idea of using the legendary mutate creatures as tribal commanders.
