You need 600 mastery(on Dragon Talon) to talk the to npc then you talk to the other npc and then you get quests to do

To do the first one it’s mastery 500 kill 20 npcs that are your lvl idk about the one after that tho the water one

I have struggled a lot I have news for everybody listens to this comment dragon tales first thing what you need to do is go to the tiki Outpost farm a bunch of enemies by leveling up and then what else you need to do for the other belt is I think do the same and then for the second belt you need to go to the Sea and just do like one or two sea events and it will level it up to 100 basically progress I hope this helps
