Just to be clear, the water is *also* moving in and out of the tide (it follows the solid Earth). Its the *shape* that stays.

This messed with my mind bc I keep imagining that the water should then wash over the cities. Why would it sway back and forth only a few meters if the world is turning completely.

Don't forget that it's not just earth that's spinning, the moon isn't a fixed object, it's orbiting us which causes the spring tide and a neep tide. Tide times change forward an hour everyday and one of the day there's a slack tide where the sea isn't moving. Tide is more about the Moon than what the earth is doing.

So that is just why the tides are at different levels. As the moon is not in the same point each night.
